A connected capability map for human capital intelligence

DISHA 4.0 HCOS™ brings human capital information, intelligence and workflows into a connected digital environment. Its capabilities are designed to help individuals, educators, institutions, employers and workforce stakeholders move from fragmented records toward clearer insight and coordinated action. The platform capability map explains how the major layers relate, where information is created, and how users can move from discovery to development and opportunity.

In depth

01

From fragmented signals to connected context

Education, skills, experience, aspirations, credentials and activity often sit in separate systems. A human capital operating system can connect these signals under defined permissions, preserve where each item came from, and make relevant context available to the modules that need it. The purpose is not to create a single opaque score. It is to make information more usable while retaining user control and clear boundaries.

02

Capability domains

The platform can be understood through six complementary domains: identity and trust; human capital profile; intelligence and recommendations; learning and career development; workforce and talent operations; and governance, analytics and administration. Each domain has its own responsibilities and contracts. Together, they support a coherent experience without requiring every user to engage with every feature.

03

Designed for different stakeholders

An individual may explore career pathways and maintain a skills profile. A learner may compare learning options and document progress. An institution may coordinate authorized services. An employer may organize talent workflows. A public workforce stakeholder may study aggregated trends. Workspace access and data visibility must be granted through verified authorization—not simply selected during sign-up.

04

A continuous improvement cycle

User-approved profile updates enrich the context available to relevant services. Recommendations can lead to learning, evidence or experience that the user may choose to add. Updated information can then improve future discovery. Each step should remain explainable, correctable and governed by explicit purposes.

05

What a capability map should communicate

The interface should show what each capability does, who it serves, which inputs it uses, what it returns, and what permissions apply. Mark integrations or features that are planned, in pilot, rules-based, AI-assisted or live only when that status has been verified. Avoid implying that a menu label alone proves an operational backend.

How it works

Step 1Establish contextUser signs in and chooses goals or workspace.
Step 2Build a profileUser supplies, imports or confirms relevant information.
Step 3Generate insightAuthorized modules analyze only the context needed for the task.
Step 4Choose an actionUser reviews recommendations and decides what to do.
Step 5Learn and updateOutcomes and new evidence can be reflected in the profile.
